2. NATURE OF THE PROGRAM

The Elite Impact Grant is a merit-based grant program operated by Elite Educational Enterprises. Recipients are selected by a review panel based on the published criteria in Section 7. This is not a sweepstakes, lottery, or random drawing. No element of chance is involved in selection.

Sponsor conducts this program in cycles. Each cycle has its own focus area, application window, and available award amount, as stated in the Current Cycle box above. Sponsor determines the number and timing of cycles at its sole discretion and makes no commitment to any particular frequency.

3. ELIGIBILITY

To be eligible, an applicant must:

• Be at least 18 years of age

• Be the owner, director, or owner-director of an early childhood program

• Operate a currently licensed child care center or licensed family child care home, in good standing with the applicable state licensing authority

• Provide a valid state license number at the time of application

• Be a legal resident of the United States, operating a program located in the United States

• Be a member of Quality Keepers | Early Care Educators & Preschool Teachers or Texas Childcare Directors and Owners at the time of application

Not eligible: employees, officers, directors, contractors, and immediate family members or household members of Elite Educational Enterprises; members of the review panel and their immediate family or household members; and programs that are not currently licensed, including license-exempt programs.

Limit one application per program per cycle. Limit one application per applicant per cycle. Duplicate or multiple submissions will be disqualified.

Applicants who are not selected in one cycle are welcome to apply in any future cycle.

A program that has previously received an Elite Impact Grant is not eligible to apply again for [12 MONTHS] following the date of its award.

4. APPLICATION PERIOD

The application window for the cycle now open is stated in the Current Cycle box above.

Applications submitted before the stated open date or after the stated close date will not be considered. Sponsor's computer is the official timekeeping device for this program.

5. HOW TO APPLY

Complete the official application form at the address listed in the Current Cycle box above. A complete application includes all required fields, a valid state license number, and at least one photograph of the space to be improved.

Incomplete applications, applications containing inaccurate information, and applications that do not meet eligibility requirements will not be reviewed.

There is no cost to apply. Applicants are responsible for their own internet access and any related costs.

6. GRANT AWARD

The total amount available in the cycle now open is stated in the Current Cycle box above. Sponsor may award the full amount to a single program or divide it among multiple programs, at Sponsor's sole discretion. The number of recipients and the amount awarded to each will be determined by Sponsor based on the applications received. There is no guaranteed award amount, and Sponsor is not obligated to award the full amount available in any cycle.

Awards are made as materials, equipment, and resources purchased directly by Sponsor and shipped to the recipient's program. No cash will be substituted, and no portion of any award will be paid directly to a recipient. Gift cards will not be issued.

Fulfillment process: Each recipient will create an online wish list of requested items, not to exceed the amount awarded, and submit it to Sponsor within seven (7) calendar days of confirming acceptance. Sponsor will review the list and purchase approved items for shipment directly to the recipient's program address.

Sponsor retains final approval over all purchases. Items must be consistent with the cycle focus stated in the Current Cycle box above and appropriate for use in a licensed early childhood program. Sponsor reserves the right to decline any requested item and to request a revised list. Sponsor will not purchase gift cards, digital currency, consumable food items, personal items, or items unrelated to the cycle focus.

If a recipient does not submit a wish list within the required period, Sponsor may select replacement items on the recipient's behalf or rescind the award.

If the total value of purchased items is less than the amount awarded, the difference is not owed to the recipient and will not be paid out. Sponsor is not responsible for items that are unavailable, discontinued, backordered, delayed, damaged in transit, or that do not meet the recipient's expectations. Any warranty, return, or defect claim is between the recipient and the manufacturer or retailer.

Sponsor may, at its discretion, recognize additional applicants as honorable mentions. Honorable mentions carry no monetary value.

7. SELECTION CRITERIA

Applications are reviewed and scored by a review panel of early childhood professionals selected by Sponsor. Panel composition may vary from cycle to cycle. Panel members and their immediate family and household members are not eligible to apply.

Applications are scored on the following:

• Demonstrated need — 30%

• Specificity and feasibility of the proposed plan — 25%

• Anticipated impact on children served — 25%

• Clarity and completeness of the application — 20%

In the event of a tie, the panel will select based on demonstrated need. All selection decisions are final and are not subject to appeal or review.

8. NOTIFICATION

Recipients will be notified on or before the announcement date stated in the Current Cycle box above, via the email address and phone number provided on the application.

Each recipient must respond and confirm acceptance within five (5) business days of notification. If a recipient cannot be reached, does not respond within that period, declines the grant, or is found to be ineligible, Sponsor reserves the right to select an alternate recipient.

Recipients may be required to sign and return an affidavit of eligibility, a liability release, and a publicity release before an award is fulfilled.

9. TAXES

Each recipient is solely responsible for any and all federal, state, and local taxes arising from receipt of a grant. Sponsor may be required to issue an IRS Form 1099 and may require a recipient to submit a completed Form W-9 prior to fulfillment. Failure to provide a requested W-9 may result in forfeiture.

Applicants are encouraged to consult their own tax advisor.

10. USE OF NAME, PHOTOS, AND CONTENT

By applying, each applicant grants Sponsor a non-exclusive, royalty-free, perpetual, worldwide license to use, reproduce, publish, and display the photographs, written responses, and program name submitted with the application, in any media, for advertising, marketing, and promotional purposes, without additional compensation or notification, except where prohibited by law.

Each recipient additionally agrees to provide before-and-after photographs of the improved space, a short video statement, and a written testimonial, and grants Sponsor permission to use these materials in its marketing.

Photographs of children: Applicants should submit photographs of spaces, not of children. If any submitted photograph includes an identifiable child, the applicant represents and warrants that they have obtained written permission from that child's parent or legal guardian for the photograph to be used publicly by Sponsor. Applicants are solely responsible for obtaining these permissions and for compliance with their own program's photo policies and applicable licensing regulations.

11. WARRANTIES AND RELEASE

By applying, each applicant represents and warrants that all information submitted is truthful and accurate, that their program holds a current license in good standing, and that all submitted content is their own original work and does not infringe the rights of any third party.

Applicants release Sponsor, its officers, employees, and agents from any and all liability, injury, loss, or damage arising from participation in this program or from the receipt, use, or misuse of any grant award or awarded materials. Sponsor makes no warranty, express or implied, regarding awarded materials beyond any manufacturer's warranty.

12. GENERAL CONDITIONS

Sponsor reserves the right to disqualify any applicant who provides false information, attempts to tamper with the application process, or violates these Official Rules.

Sponsor reserves the right to modify, suspend, or cancel this grant program, or any individual cycle, at any time and for any reason, including if the program cannot be conducted as planned.
